Changes to the class of Domestic Builder – Manager (DB-M) & permit issuance

This is a reminder about changes to the class of Domestic Builder – Manager (DB-M).

The Domestic Builder Manager (DB-M) will be phased out on 30 June 2022.

The Victorian Building Authority (VBA) reminds relevant building surveyors (RBS) that building permits can only be issued naming a DB-M, CDB-M or DBU-40 as the builder until 31 January 2022.

The RBS cannot issue building permits naming DB-M, CDB-M or DBU-40 practitioners as the builder after this date.

The VBA encourages practitioners to move any open building permits to another class of registration, such as DB-L or DB-U, where possible.

A DB-M or CDB-M practitioner with an open permit after 30 June 2022 will remain registered to facilitate the closure of any open permits under that registration until: the issue of the occupancy permit or certificate of final inspection, or the expiration of the DB-M practitioner’s last building permit.

If you expect to have a DB-M or CDB-M registration after 30 June 2022, please email dbmtransition@vba.vic.gov.au to ensure we know about your specific circumstances and can keep you up to date.

Practitioners with an existing DB-M or CDB-M registration are encouraged to upskill and apply to the VBA for another class of registration, such as Domestic Builder (Limited) (DB-L), Domestic Builder (Unlimited) (DB-U) or Project Manager (Domestic) (PM-D), as a matter of priority.
