A compliance certificate is required if you are not going to finish the work regardless of payment. This is a requirement of the Building Act 1993 Part 12A 221ZH. The VBA suggests you document the work you have completed in detail.
Yes, you can perform the work, but you must work under the supervision of a licensed person who is also licensed in that specialist class of plumbing. Refer to Part 12A of the building Act 1993 221 OA para 5.
